    Dutch master's graduates

    Can a Dutch master's graduate qualify for the 30% ruling?

    Yes. People who obtained a Dutch master's before age 30 and start qualifying work within a reasonable period after graduation can qualify, provided they met the 150km rule when they originally came to the Netherlands and meet the lower salary threshold.

    What does 'immediately after graduation' actually mean?

    The courts have interpreted it flexibly. Short gaps (including a zoekjaar / orientation year) are normally accepted if you can show continuity of intent and active job search for a qualifying role.

    I graduated more than a year ago. Am I still eligible under the graduate route?

    It becomes harder. The longer the gap, the more evidence you need that the new role is the direct continuation of your post-graduation job search. After two years it is usually treated as a separate case.

    Does a Dutch bachelor's count?

    No. The exception applies to a recognised Dutch master's (or equivalent, such as a PhD). A bachelor's alone does not unlock the lower threshold or the exception.

    Freelance and KvK income during studies

    Does freelance KvK income during my studies disqualify me?

    Not automatically. Modest freelance work unrelated to your post-graduation employer generally does not break the 'recruited from abroad' link. Substantial Dutch employment-like income can.

    I had a part-time job at a Dutch company during my master's. Am I disqualified?

    Not necessarily. What matters is whether that role would itself have qualified as the recruited-from-abroad role. Student-level part-time work is typically not treated as a disqualifying prior Dutch employment.

    I have a Dutch BV from before graduating. Does that block me?

    It complicates things. A pre-existing BV that paid you employment-like income before the qualifying job is a material risk. The annex needs to explain the structure and why the new role is the qualifying employment.

    Zoekjaar and visa transitions

    I'm on a zoekjaar visa. Can I apply now or do I need to switch first?

    Apply when you start the qualifying job under a work-eligible permit. The 30% ruling attaches to the qualifying employment, not the visa, but you need the right to work in that role.

    I switched from zoekjaar to highly-skilled migrant. Does the switch matter?

    No. The permit category at application is irrelevant as long as you are lawfully working in the qualifying role.

    I left the Netherlands after my zoekjaar and came back to start a job. Does that change anything?

    It can help. A clear period abroad (more than 150km) between studies and the qualifying job strengthens the recruited-from-abroad case.

    The 150km rule and center-of-life

    What is the 150km rule?

    You must have lived more than 150km from the Dutch border for at least 16 of the 24 months before your first day of work in the Netherlands.

    I lived in Belgium for two years. Can I still qualify?

    Usually not directly, because most of Belgium sits inside the 150km radius. If you spent the prior 16-of-24 months elsewhere, those months count.

    What documents prove I lived more than 150km away?

    Rental contracts, utility bills, registration certificates, employment contracts, school enrolment for children, and tax residency certificates. Two or three independent sources per period is the practical standard.

    What is the center-of-life test?

    An assessment of where your personal and economic life was centred. It looks at housing, family, employment, registrations, and tax residency. For the 30% ruling it is mainly relevant when the 150km rule is contested.

    Salary thresholds and timing

    What are the 2026 salary thresholds?

    Thresholds are indexed annually. For 2026, employees aged 30+ must meet the standard threshold; employees under 30 with a recognised master's have a lower threshold. Check current Belastingdienst figures before relying on a specific number.

    What changes in 2027?

    From 1 January 2027 the headline rate is reduced from 30% to 27% for new rulings. Existing rulings keep their original terms for their remaining duration.

    Do bonuses count toward the salary threshold?

    No, only fixed guaranteed taxable salary counts on an annualised basis. Discretionary bonuses and allowances do not.

    When must my employer file the application?

    Within four months of your start date for the ruling to apply retroactively to day one. Later applications take effect from the first of the month after filing.

    Application annex and self-advocacy

    What should the application annex contain?

    A structured narrative covering your background, the recruitment process, why the role qualifies as scarce/specialist, your residence history with documents, and any borderline elements addressed pre-emptively with reasoning and references.

    Can I prepare the application myself?

    Yes. The employer formally files, but you can prepare the dossier. For straightforward cases this is realistic. For borderline cases, a written expert verdict reduces the risk of avoidable rejection.

    How long does Belastingdienst take?

    Typically 8 to 12 weeks for a complete application. Borderline cases that require extra review can take longer.

    If rejected

    What if my application is rejected?

    You have six weeks from the decision date to file a bezwaar (formal objection). Many borderline rejections are reversed at the objection stage with stronger documentation.

    Can I appeal to the tax court?

    Yes. After an unsuccessful bezwaar you can appeal to the tax court (rechtbank), and then to the Court of Appeal. Several published rulings have supported applicants in edge cases.

    Does a rejection hurt my chances if I reapply later?

    Not directly. A new qualifying employment can support a fresh application, and earlier reasoning will be visible in the file but is not itself disqualifying.
